Weekly Capitol Recap: State revenue picture improves by hundreds of millions

By Capitol News Illinois SPRINGFIELD – Illinois budget officials said Thursday that revenues are flowing into state coffers at a faster pace than previously estimated, meaning lawmakers will have more money to work with as they try to finalize a new budget for the fiscal year that begins July 1. The Governor’s Office of Management and Budget officially raised its revenue estimate for the current fiscal year by more than $1.4 billion and by $842 million for the upcoming fiscal year. Those figures are similar to the latest revised estimates from the General Assembly’s budget monitoring agency, the Commission on Government Forecasting and Accountability, which said last week that revenues for the current year would go up about $2 billion while next year’s revenues would be $792 million more than previously forecasted.

The push for a criminal probe comes after a state investigative report was released Friday that found there were widespread failures at the LaSalle facility and the Illinois Department of Veterans’ Affairs that contributed to 36 resident deaths there since November. […] “I wouldn’t say we’re at the level of probable cause, but it certainly does warrant further investigation on whether or not criminal negligence did take place because not only were (veterans) injured and became ill, but we did have deaths at that facility,” Durkin, of Western Springs, said at a news conference Friday.

The announcement arrived about three weeks after a data breach was first detected and just a few months after the office was warned of its vulnerabilities. In a news release Thursday, Raoul’s office said that the stolen data may include people’s names, addresses, Social Security numbers, tax information and other sensitive information, and that the full scope of the attack is still being assessed. Files belonging to the attorney general’s office first appeared April 10 on a website affiliated with the DoppelPaymer malware, which has also victimized local government organizations, such as Torrance, California.

There are other audits the House is poised to order. State Rep. David Welter, R-Morris, said his House Resolution 62 tasks the Illinois Auditor General to review the state’s failings in how it handled the LaSalle Veterans’ Home COVID-19 outbreak last fall. “The processes that were broken down, the failures of the state and really what we can build on so that we never put our veterans in this situation again when simple protocols could have been put in place to mitigate the loss that has occurred at the LaSalle Veterans’ Home,” Welter said.
