At last week’s City Council meeting, the focus was again on infrastructure. The bid for the construction of the new well house for Well 11 was awarded to the lowest responsive bidder, which was Winter Construction, a longstanding Freeport-based business, which makes this a double win. This project, which will help us replace our 1880s water treatment plant and costs just under $11 million, will be funded by an IEPA revolving loan with an interest rate of 1.01%.
Additionally, council approved another project that will, in part, replace some of our oldest water and sewer infrastructure that also dates back to around 1880, as well as upgrading the roads above that infrastructure. Fifty percent of this $3.8 million project will be financed through a State Opportunity Zone grant.
