WINCHESTER City Council is scheduled to meet in special session at 6 p.m. today at 5 E. Market St.
The meeting is to discuss Winchester Public Library renovations and expansion, as well as to appoint an Illinois Municipal Retirement Fund administrator.

Illinois Municipal takes aim at third Harpoon venture fund

The $48.3 billion pension fund s board approved the commitment to the venture capital fund at its meeting Dec. 18, according to a news release.
IMRF had committed up to $7.5 million to Harpoon Ventures Fund II in May.
Separately, the board approved slight changes in its target allocations as the result of an asset allocation review.
The targets to domestic equities, real estate and alternative investments were increased to 39%, 10% and 10%, respectively, up from their previous respective targets of 37%, 9% and 7%. Fixed income and international equities were reduced to 25% and 15%, respectively, from a respective 28% and 18%. The 1% target to cash remains unchanged.

MACOMB The city council discussed the 2020 property tax levy at its committee of the whole meeting this week. Taxes are payable next summer.
City Administrator Scott Coker said Macomb is allowed a 2.3 percent increase under the Illinois Property Tax Extension Limitation Law. He said this would make the city tax total $2.3 million and that the money would go into the police and firefighter pension funds and to Illinois Municipal Retirement Fund expenses for other city employees.
Mayor Mike Inman said the city tax bill generally reflects ten percent of the overall county tax bill. He said the property valuation has gone down about $800,000.
