The bill, introduced on Jan. 5 and passed during the closing hours of the lame duck session – the Senate got a revised version at 3 a.m. on the final day and sent it to the House two hours later – was one of the last pieces of legislation to pass the General Assembly before adjournment last week. Supporters say that the 764-page bill sent to the governor will make police more accountable while putting poor defendants on an equal footing with accused criminals who have sufficient cash to bond out of jail. The bill contains dozens of changes to state law beyond the elimination of cash bail in 2023. There would be statewide use-of-force standards, and all police officers would have to be equipped with body cameras by 2025. The state Law Enforcement Training and Standards Board could receive complaints, anonymously or otherwise, conduct investigations and revoke certification for cops who engage in misconduct ranging from excessive use of force to turning off body
Judge Heiple
Justice James D. Heiple, the author of the controversial 1999 “Baby Richard” adoption case ruling, passed away on January 18 at OSF St. Francis Medical Center in Peoria from complications following a brain hemorrhage. He was 87.
During his time on the Illinois Supreme Court, Justice Heiple authored 175 majority opinions, 98 dissents, 27 special concurrences and 18 partial concurrences/partial dissents.
“Justice Heiple had a long and distinguished career in the judiciary and legal community,” Chief Justice Anne M. Burke said. “He will forever be remembered for the ‘Baby Richard Case’ and the controversy that came during his time on the Supreme Court. Justice Heiple persevered through those hard times and the Court sends its condolences to his friends and family.”
Like other sheriffs and police chiefs, Sangamon County Sheriff Jack Campbell says he s concerned at the prospect of cash bail being eliminated by the legislature. Sangamon County is facing a potential budget hole as the state contemplates ending the cash bail system. When someone posts bond, the county charges a 10 percent fee that goes into the county s general fund after cases are adjudicated. With $4.1 million of bonds held in 6,799 pending cases as of Dec. 31, the county stands to collect more than $400,000, although people who aren t charged with crimes within 90 days or so can get their money back, according to David Durall, chief deputy clerk in the Sangamon County circuit clerk s office.
Police Officer Carl Walker passed away Wednesday night, the department said

O FALLON, Ill The O’Fallon Police Department is mourning the loss of fellow Officer Carl Walker.
Walker died Wednesday night after a two-year-long battle with cancer. He was an 18-year veteran with the department who started his career in law enforcement back in 1992.
The O’Fallon Police Department posted about the loss on Facebook.
The department said, “Carl was born to be a police officer.” And even after his diagnosis in 2019, the department said Walker worked diligently and faithfully as a public servant.
