Illinois bill managing millions in rental help poised for governor

Rental property owners from across the state could soon have access to hundreds of millions of federal tax dollars to cover rent their tenants aren’t paying because of an ongoing eviction moratorium, but some worry a measure headed to the governor could cause other issues.
For weeks, the Illinois Housing Development Authority has said it was working to launch the 2021 Rental Payment Program, but it’s been delayed week after week.
Now, the Illinois Senate has passed House Bill 2877, which state Sen. Omar Aquino, D-Chicago, said lays out how the funds would be administered.

When lawmakers return Tuesday, the Illinois Legislature has around five weeks to show taxpayers how their dollars will be spent. Details have yet to come into focus. But, lawmakers have been busy passing hundreds of bills off to the opposite chamber.
As Friday’s session commenced, House Speaker Emanuel “Chris” Welch, D-Hillside, said in a statement marking his first 100 days in office he’s making good on his promise of helping make the state better.
“In my inaugural address, I vowed that I would work with all members of the Illinois House to make this state better,” Welch said Friday. “While I understand we are one of the most diverse states in the country, we are all here to represent the people of Illinois and make their lives better.”

As both renters and property owners struggle amid the ongoing pandemic, an association said a proposed measure at the statehouse could reduce the availability of housing in the state.
State Rep. Will Guzzardi, D-Chicago, has House Bill 116 that would lift the prohibition of rent control around the state. An amendment he hopes is approved won t change anything from where it is today, he said.
“Under the amendment, it would allow by referendum for municipalities to opt themselves out of this statewide preemption and allow themselves to consider ordinances that might constrain in some way a landlord’s ability to raise rent on their tenants,” Guzzardi said.
