Rental property owners from across the state could soon have access to hundreds of millions of federal tax dollars to cover rent their tenants aren’t paying because of an ongoing eviction moratorium, but some worry a measure headed to the governor could cause other issues.
For weeks, the Illinois Housing Development Authority has said they’re working to launch the 2021 Rental Payment Program, but it’s been delayed week-after-week.
Thursday, the Illinois Senate passed House Bill 2877 that state Sen. Omar Aquino, D-Chicago, said lays out how the funds would be administered.

Illinois’ 2021 Rental Payment Program, a grant program to aid tenants facing eviction and their landlords, will launch in mid-May.
Rodrigo Carrillo, director of Strategic Initiatives for the Illinois Housing Development Authority (IHDA), said that because of the upheaval from the COVID-19 pandemic, there are more people facing eviction this spring than there were 6 months ago.
”Business closures throughout the state, and throughout the country really, have impacted households that are struggling to pay their rent,” Carrillo said
.
Carrillo said the 2021 grant applications will be initiated by landlords and housing providers in cooperation with tenants who will certify the application. The applications will be available on the IHDA website, beginning in mid-May. Rental grant recipients will be eligible for up to 15 months of rental assistance payments to cover past due rent from the last 12 months and up
