Stimulus update: $3,600 per child payments proposed; Who would be eligible?

The measure, officially known as the Child Care For Economic Recovery Act, was unveiled by Democrats Monday. It would expand the existing Child Tax Credit to allow for direct payments of $3,600 ($300 per month) per child to parents or guardians of children ages 6 and under and $3,000 ($250 per month) per child ages 6-17. The bill would make the payments fully refundable, meaning low-income earners would receive the full amount even if they don’t owe any taxes.
The legislation would cost $117 billion a year, according to Yahoo News, and, while the payments would initially be for one year, proponents are pushing to make it permanent.
