Treasurer Folwell announces bill to raise cap on unclaimed cash

(Raleigh, N.C.) – Legislation championed by State Treasurer Dale R. Folwell, CPA, is making it easier for people to retrieve their missing money that the Department of State Treasurer (DST) has been safeguarding.
The General Assembly passed and Gov. Roy Cooper signed a law that allows DST’s Unclaimed Property Division (UPD) to work with the rightful owners to claim up to $5,000 without any red tape. The initiative is called NCCash Match and was rolled out on a six-month trial basis in October 2020.
Initially the pilot program allowed the expedited process for claims of up to $250 through March 15. During that limited time UPD staff processed 20,969 claims among all 100 counties and distributed slightly more than $1.4 million. Sacramento, California - Marilyn Cook (aka Marilyn Powell and Marilyn Sunset), 58, of Alcoa, Tennessee, pleaded guilty to one count of mail fraud in relation to a scheme to obtain unclaimed property held by the California State Controller’s Office Unclaimed Property Division, Acting U.S. Attorney Phillip A. Talbert announced.
According to court documents, in August and September 2014, Cook, using the name Marilyn Sunset, committed a scheme to defraud by filing false claims with the Division of Unclaimed Property for properties belonging to the U.S. Marshal Service and others. These properties were being held pursuant to a California law that requires financial institutions, businesses, and other entities, to turnover financial assets to the State Controller’s Office when an account has been inactive or there has been no contact with the property owner for a spe
More than 150 Moore County residents have received a portion of $8,200 in unclaimed funds distributed over the past year, part of more than $1 million sent out statewide through the Department of State Treasurer.
NC Cash Match was initially developed as a nine-month pilot program. As coordinated by the State Treasurerâs Unclaimed Property Division (UPD), property owners do not need to take any action to receive their money.
Instead UPD proactively researches its records to identify qualifying claims of $250 or less. These assets include uncashed checks, forgotten bank accounts or security boxes, utility deposits, insurance proceeds, stocks, bonds, other abandoned funds and personal property.
