Six members of the Makabayan bloc rejected the two bills as they called for permanence in the blocking of any move by both SSS and Philhealth to adjust premium payments of their members. Speaker Lord Allan Velasco lauded his colleagues for swiftly passing the two measures granting Duterte the power to suspend the scheduled increases in membership contributions. The two bill empower the chief executive to avert any hike in premium “in times of national emergencies” such as the on-going COVID 19 pandemic.

Velasco files measures giving Duterte power to suspend SSS, PhilHealth hikes

Speaker Lord Allan Velasco (Lord Allan Velasco’s Office / FILE PHOTO / MANILA BULLETIN) In separate bills filed before the House, Velasco proposed to amend provisions of  Republic Act 11223 or the Universal Health Care Act and RA 11199 or the Social Security Act of 2018 that mandates gradual increases in monthly premium contributions of members. “These are extraordinary times and Congress must respond accordingly,” Velasco said, as he called for swift approval of the two bills that both aimed at alleviating the financial burden faced by Filipino workers amid the COVID-19 crisis. Under the bills, the President may, in consultation with the Secretaries of the Department of Health and the Department of Finance as chairpersons of PhilHealth and SSS, respectively, “suspend the implementation of the scheduled increases in premium rates in times of national emergencies when public interest so requires.”

SunStar + January 07, 2021 TO EASE financial burden from the Covid-19 pandemic, Baguio City Representative Mark Go has filed two bills that seek to defer the increase in contributions for the Social Security System (SSS) and PhilHealth for two years. Go filed House Bill (HB) 8313, which seeks to amend Republic Act (RA) 11199 or the Social Security Act of 2018, which mandates an increase of one percent for year 2021 and 2022 with employer and employee contributions to 8.5 percent and 4.5 percent, respectively. The bill intends to maintain the current rate of 12 percent for two years (2021-2022). HB 8314 also seeks to defer the hike in premium contributions for PhilHealth for two years. The state insurer is expected to collect higher premiums in January 2021, as mandated by RA 11223 or the Universal Healthcare Act with an increase of 0.50 percent in 2021 and another 0.50-percent hike for 2022.
