OTTAWA The incoming Biden administration in the United States will help stabilize the world order and give North America a good shot at beating COVID-19 and fighting climate change, says Foreign Affairs Minister Francois-Philippe Champagne.
Champagne, who did an unusual amount of jet-setting during the pandemic this past year, told The Canadian Press on Wednesday he wants to kick off 2021 with a post-inauguration visit to Washington to connect with Antony Blinken, Biden’s nominee for secretary of state.
But Champagne says Biden himself, his Montreal-educated vice-president-elect Kamala Harris, and Blinken all know Canada well.

Officials from Global Affairs Canada provide background information for the committee’s study on Bill S-2, an act to amend the Chemical Weapons Convention Implementation Act.
The Chemical Weapons Convention (CWC) is an international arms treaty that prohibits states from developing, acquiring, stockpiling, and using chemical weapons. Canada signed onto the treaty in 1993, where it later came into force in 1997. In response to the 2018 chemical attack on Sergei and Yulia Skripal in Salisbury, U.K., the CWC added 4 new categories of toxic chemicals to their ban.
Speaking to the committee are Global Affairs Canada’s Dan Costello, Sébastien Carrière, Alison Grant, Andrew Halliday, and Brendan Murphy, as well as Dr. Heather Durham, chair of the Biological and Chemical Defence Review Committee.

The Liberal minority government will have to wait until the new year to pass some of its priority legislation.
Before the House of Commons rose last Friday for six weeks over Christmas, only four bills had received royal assent. They included two COVID-response bills, as well as appropriation bills on granting funds for public administration, appropriation bills being legislation that passes all stages at once.
Here are five pieces of legislation the government hopes to pass early in 2021.
