California has long been synonymous with effective climate policy. Beginning in 2001, the Golden State established its first voluntary emissions reporting program under Gov. Gray Davis (D). Subsequently, Gov. Arnold Schwarzenegger (R) built on this initial commitment to reducing emissions when the state passed the Global Warming Solutions Act of 2006 its landmark climate legislation.

by John McClaughry A bill making its way through the Vermont legislature offers yet another example of government’s steady march toward regulating more of our economy and our lives.
The bill (H157) aims to establish state control over contractors who do residential construction. The bill’s lead sponsor is Rep. Scott Campbell (D-St Johnsbury). On April 6 the House advanced the bill on a vote of 97 to 52 and sent it to the Senate.
In March 2019 first-term Rep. Campbell, whose business career includes 22 years building and weatherizing housing, introduced a bill (H.534) to “create an enforcement mechanism for building energy standards, create minimum competency requirements for building contractors” and “create a building general contractor licensing system.” However, it received no consideration.

Vermont Business Magazine A new report lays the groundwork for understanding what topics and challenges are being prioritized by state government in the push to move Vermont toward a clean energy economy, limit carbon pollution, and prepare for the impacts of climate change that are unavoidable.
“Creating a view of activity underway is essential to any state government that is trying to develop a cohesive and comprehensive plan for moving to a clean energy economy and for addressing climate change,” said Dan Quinlan, founder of the Vermont based non-profit SolaVida that conducted the work. “As state governments move forward on the opportunities and challenges here, it is imperative that they understand how they are spreading their resources. And, to make sure major opportunities and challenges are not being missed altogether.”
