Former Killeen Police officer indicted for official oppression Killeen Police Department and last updated 2021-04-08 22:41:09-04 KILLEEN, TX — A former officer with the Killeen Police Department has been indicted for official oppression stemming from a 2019 investigation. Edgar Diaz-Casillas turned himself in to the Bell County Jail on April 1, 2021, after a warrant was issued for his arrest. He was arraigned by Justice of the Peace Cliff Coleman, who set his bond at $100,000. The indictment stems from an investigation conducted by the Killeen Police Department Special Victims Unit. On June 22, 2019, a woman reported to detectives that then Killeen Police Officer Diaz-Casillas made unwanted sexual advances to her while acting under color of his employment as a public servent.

Former Killeen police officer indicted

A former Killeen police officer has been indicted after turning himself in to the Bell County Jail on April 1, police said in a news release. Justice of the Peace Cliff Coleman arraigned Edgar Diaz-Casillas on a charge of official oppression and set his bond at $100,000 after he turned himself in. On June 22, 2019, a woman alleged that Diaz-Casillas had made unwanted sexual advances to her while “acting under color of his employment” as a public servant, the release said. “An Internal Affairs Investigation was conducted and as a result, Diaz-Casillas, a three-year veteran, was indefinitely suspended on February 11, 2021, for code of conduct violations, dishonesty, lack of integrity and untruthfulness on multiple occasions,” the release said.

Chief Jackson started on March 15, 2021 and is a welcome addition to her staff. He replaces Chief Richard Necelis who retired in December, 2020. Jackson retired as a Major from the New Jersey State Police in December, 2020.He is a native of Cleveland, Ohio, and graduated from Cleveland Heights High School in 1988. He continued his education at Kentucky State University where he earned a Bachelor’s degree in Accounting. Upon graduation, Jackson was accepted into the 116th Academy Class of the New Jersey State Police and graduated on December 23, 1994. He was assigned to Troop “A” Field Operations Section as a road duty trooper. During the course of his career, he was assigned to various general policing stations in southern New Jersey including Absecon, Woodstown, Port Norris and Bass River Station.
