Local all Councils they are no more than puppets on a string because of ’Code of Conduct -Standing Orders and Delegated Authority. The staff are in full control and do what ever they like. Until council and central government address productivity issues which New Zealand has some of the worse productivity in the world. Forced amalgamation in 1989 was the beginning of the rot and putting up rates with out dealing efficiency and productivity issues the future does not look to bright for Tauranga ratepayers.
