Integrated care systems set to align with council boundaries
The government has gone further than expected to make it easier for councils and the NHS to work together by demanding integrated care systems are coterminous with local authority boundaries.
Unlike its leaked draft versions, the final version of the health white paper published yesterday made the stipulation that ICSs should not cross council boundaries, although much of the rest of the document – including the dissolution of clinical commissioning groups – was largely in accordance with the drafts.
The move could assist Cumbria, Durham, Essex, Hampshire and Surrey CCs which have found themselves divided between different groupings, be it the 18 integrated care systems in existence at present or the 24 sustainability and transformation partnerships due to become ICSs in April. However, it could also potentially diminish the future scope for local government reorganisation crossing ICS lines.
