While the idea of a VUCA world was introduced into the lexicon by reflection on strategy and leadership, the COVID-19 pandemic has added an aggravated dimension to how vulnerable, uncertain, complex and ambiguous the world is. Everything that constitutes axioms that define our normality has been upturned and shattered. Each region of the world is then left to come to terms with the uncertainty and to address it in its own way.
While wrapping my head again around the idea of VUCA, I could not but be drawn into the philosophical idea of existentialism, and the historical exigencies that brought it into existence. The Second World War contributed in no small measure into shaping the philosophical framework of existentialism. This includes providers of fixed line services, mobile telephone networks, internet broadband and broadcasting together with government departments, Devolved Administrations and Ofcom.
The policy context
Now more than ever providing communications services is vital to ensure communities are connected and for a vibrant economy. The Department for Digital, Culture, Media & Sport (DCMS) is the Lead Government Department for the telecommunications sector which is part of the UK’s Critical National Infrastructure. This is based on essential facilities, systems, sites and networks on which much of other services, business and communities depend on. As part of this role DCMS leads on security and resilience issues for telecommunications.
Stuart Errington joined County Durham Fire Brigade in January 1993 as a firefighter. Throughout his career he served at several fire stations and in support departments across the service. He was appointed chief fire officer, on an interim basis, in August 2015, being made substantive on March 21, 2016. Mr Errington is the first person in the service’s history to progress internally from firefighter to chief fire officer. He said: “For any firefighter it is a huge privilege to receive the Queen s Fire Service Medal (QFSM) and to be formally recognised for the contribution you make to the fire and rescue service. It has been an unbelievable honour to serve the communities of County Durham and Darlington for the last 28 years. I’m immensely passionate about the area and the people who live here.

What are you proudest of your organisation achieving in 2020?
I’m in awe of how members of the Environment Agency and the whole public sector has kept going despite extraordinary personal and professional challenges this year.
