Biden Completing Opening Moves in Climate Strategy

Signed on Inauguration Day, the first order set an urgent tone through high-priority moves, such as rejoining the Paris climate agreement, initiating an update of government benchmarks for the social cost of greenhouse gases, and reversing a number of Trump administration actions on environmental policy. The second order, issued Jan. 27, established an array of policymaking mechanisms and outlined an agenda on matters such as climate resilience, environmental justice, and climate-related economic opportunities, with many action items due within 60, 90, and 120 days.

GAO Issues Guidance on Building Resilient Roads & Highways

According to the National Climate Assessment, climate changes threaten the U.S. transportation system and this will have an impact on roads, ports and more. The U.S. General Accounting Office (GAO) has issued a “Disaster Resilience Framework” which will serve as a guide for analysis of federal actions to facilitate and promote resilience to natural disasters and changes in the climate across many policy areas, including transportation. The GAO says this information can help agencies address the effects of climate change, including the financial risks. It also discusses using incentives to encourage private companies to start risk reduction projects
