U.S Humane Society The Humane Society of the United States released its annual Horrible Hundred report on puppy mills and puppy brokers across the country. Indiana State Director Samantha Morton said Indiana had six dealers listed in the report. “The violations that came to light this year included lack of veterinary care, many unlicensed and unregulated breeders and brokers and the dogs being exposed to extreme cold and heat,” Morton said. Morton said puppy mills continue to be a problem because Indiana lacks regulations on the industry. She said Indiana is second to Missouri as the state with the largest number of dog breeders and brokers licensed by the U.S. Department of Agriculture, and there are many more operating without a license.
