On December 15 last year (2019), President Arif Alvi approved the Anti-Rape Ordinance 2020 which is said to be in line with the constitution of Pakistan and also international treaties.
The government says that the legislation will ensure expeditious trial of cases of rape against women and children and will also sanction punishment of chemical castration of convicted rapists.
Chemical castration requires the use of a drug to diminish testosterone levels and will be applied as a measure to reduce recidivism among sex offenders. It is believed that it would help decrease the risk of convicted sex offenders repeating their crimes. The castration procedure has been used in many of the American states to reduce deviant sexual drive, fantasies and behaviour. First of all, California in 1996 and then other states including Florida, Louisiana and Wisconsin made castration a provision in their laws. The Sindh High Court has issued notices to respondents in a petition challenging delays in the trial of rape cases. The court has summoned the forensic department chairperson and the head of the reform committee in the case. We have to take steps to ensure that rape case trials aren t delayed, said the court. The police surgeon said they have sought advice from the reform committee on the matter, adding that they will act accordingly. The police should be using the latest technology to match DNA, the court added. The case has been adjourned till January 26. The Sheikhupura police have arrested three brothers for raping a woman in front of her family on December 29.
DPO Ghulam Mubashir said during a press conference on Friday that they were wanted in 41 cases, including robbery, murder, and rape. The two elder brothers of the suspects are already in prison on murder charges, he said.
The suspects were identified by the rape survivor during an identification parade, the DPO said, adding that their DNA was found at the crime scene.

However, we like many other civil society organizations and Pakistanis are concerned about the life of the ordinance as it will be valid for only 120 days. We are looking forward to a long term solution to address violence against women and child sexual abuse as committed by the present government.
