Franklyn: COVID Directives contrary to law but must be obeyed

March 3, 2021 Opposition Senator Caswell Franklyn on Tuesday blasted the penalties being imposed by the court on violators of the COVID-19 directives, declaring that although he is not a lawyer, the directives are “ill-conceived and contrary to law”. Yet, despite suggesting a flaw that potentially invalidates the rules, he insisted that the directives are the law and must be obeyed “until such time as they are revoked or struck down by a court of law”. The Emergency Management (COVID-19) (Curfew) (No. 4) directives impose a fine of $50,000 or one-year imprisonment, or both, to anyone who fails to comply with the terms and conditions of the ongoing curfew.

Social Share Opposition Senator Caswell Franklyn yesterday absented himself from the first sitting of the Senate for 2021, as he complained about the timeliness of submission of information to senators pertaining to the bills set down for debate. The outspoken Senator sent a letter to President of the Senate, Reginald Farley, indicating he would not be attending the sitting of the Upper House and “that starting today, I will no longer tolerate this abuse and disrespect from Government”. In the letter which was circulated to the media, Franklyn explained that he received an email from the Clerk of Parliament on February 19, informing there would be a sitting of the Senate on February 24, 2021. It added that the Order Paper would be circulated in due course.

December 19, 2020 Opposition Senator Caswell Franklyn believes there is no need to introduce a new law to award Barbados’ frontline COVID-19 workers and that a planned one-time payment for the awardees is insufficient as they should be compensated all the time. Making clear in the Senate Friday that he has no objection to these persons being recognised, he questioned the reason for rushing through the Barbados Humanitarian Service Award Bill and Gold Award of Achievement (Amendment) Bill so awards could be presented in January. The proposed new bill and amended legislation are intended to give recognition to Barbadians and some non-nationals from all walks of life for their efforts during the pandemic and also to facilitate a one-time financial grant for their tireless and brave work in the frontline of the battle against COVID-19.
