The Regional Refugee Preparedness and Response Plan addresses the new refugee emergency triggered as a result of the crisis in the Tigray region of Ethiopia.
After several months of growing political tensions, the situation in Tigray escalated on 4 November when the Office of the Ethiopian Prime Minister Abiy Ahmed accused the Tigray People’s Liberation Front (TPLF) of an unprovoked attack on the Ethiopian National Defence Forces (ENDF) Northern Command. In response the Prime Minister announced a military offensive, termed a Rule of Law Operation, against the TPLF in Tigray. A six months state of emergency was declared, and electricity, telephone and internet services were subsequently shut down in the Tigray region. The conflict in the northern region of Tigray, which started on the night of 3 November remains fluid with several forces on the ground. Initial clashes along the regional border between Amhara region and North West and Western Tigray, quickly moved towards the Central, Eastern and Southern areas of Tigray. In addition to the ground offensive, the federal government has conducted multiple airstrikes and Tigray regional security forces have also fired rockets reportedly against targets in Amhara region, as well as inside Eritrea.

Addis Ababa Residents of Shire and Adi Daero towns of Tigray region have expressed their readiness to stand firm with the Ethiopian National Defense Forces and the Interim Administration to restore peace and stability in the region.
It is to be recalled that Ethiopian defense force conducted a law enforcement operation in Tigray region following the heinous acts orchestrated by the TPLF Junta on the national defense force northern command.
Since the operation has now been completed, the government of Ethiopia is engaged in ensuring the peace and stability of the region besides its activities to rebuild infrastructures damaged by forces of the Junta and bring the criminals to justice.
