SOUTH LAKE TAHOE, Calif. A man arrested last week for animal abuse and cruelty was arraigned on Monday and is being held on a higher bail amount due to the “horrific” nature of his conduct.

The El Dorado County District Attorney’s Office filed criminal charges against Zjar Uruluzu, 57, alleging three felony violations for cruelty to animals and one misdemeanor for failure to care for an animal.
Uruluzu was arraigned on Monday and is being held on $50,000 bail, above the scheduled amount of $20,000.
“Setting bail above schedule in this case reflects the horrific nature of Mr. Uruluzu’s conduct and the risk he poses to the community and our four-legged friends, while protecting the people’s interest in ensuring Mr. Uruluzu’s presence in court so that justice can be executed fairly and expeditiously,” the DA’s office said in a press release.

SOUTH LAKE TAHOE A South Lake Tahoe man who authorities said shot and killed another man during an altercation over a loud motorcycle in 2018 has pleaded guilty to murder.

Roy Figaro, 62 at the time of his arrest, pleaded guilty March 19 to first-degree premeditated murder and will be sentenced May 7, according to the El Dorado County District Attorney’s Office.
South Lake Tahoe officers responded June 30, 2018, to multiple reports of gunshots fired in the area of Tahoe Verde mobile home park in Tahoe Valley.
When officers arrived they observed people tending to Christopher William Kitchen, who had been shot twice. While tending to Kitchen, officers were told that the man who shot him was in the home directly across from the crime scene, a press release states.

Hill was transported to the hospital for treatment of a reported gunshot wound to the hand.
While in the hospital Hill was arraigned in his hospital room on March 22. He has been charged with Assault on Peace Officers with a Semi Auto Firearm and Negligent Discharge of a Firearm into an Occupied Dwelling (Hotel).
He is now being held in the jail in lieu of $4,200,000 bail.
Hill s next court date is on April 19 for a pre-preliminary hearing.
The shooting was subject to Critical Incident Protocol since South Lake Tahoe police were involved in the shooting. The El Dorado County District Attorney s Office, along with Sheriff s Office and Placerville Police aided in the SLTPD investigation.
