The Del Mar City Council met in closed session Monday to discuss litigation, property negotiations and personnel. In regular session, the council heard a presentation by Scripps Institution of Oceanography on coastal bluff erosion. The council will also hold a public hearing on several resolutions regarding the reconfiguration of eight lots known as “La Atalaya,” totaling about 18 acres, into eight lots south of San Dieguito Road, north of Zapo Street, east of Gatun Road and west of Serpentine Drive. The council approved the resolutions with an amendment to preserve walls in most of the lots. The council also heard its annual financial report for 2019-2020.

High schools in Escondido will continue in virtual learning for the second grading period, through April 16, but will build on small groups aimed at helping students struggling with learning from home.
The Escondido Union High School District board voted last week to continue with the first phase of reopening, which allows up to 25 percent of students to attend class on campus at a given time.
Currently, all classes in the Escondido Union High School District are conducted virtually, either through an independent learning program, in which students progress at their own pace through online classes, or through direct instruction and Zoom sessions, using the learning platform Canvas.
CARLSBAD
The Carlsbad City Council met Tuesday for a presentation on regional COVID-19 vaccination coordination. The council approved the Biotech and Beyond building as a regional point of distribution for vaccination and testing programs, coordinated by emergency services agencies. The council heard a presentation on the city’s Clean Energy Alliance power supply product offerings and agreed to offer several options, with the ability for customers to opt out and return to San Diego Gas & Electric if they preferred. Council member Keith Blackburn was approved as mayor pro tempore. Several appointments were approved: Jengi Martinez, Michael Luna and Michael Sebahar, Parks & Recreation Commission; Geoff Gray, Carlsbad Golf Lodging Business Improvement District Advisory Board.
