DUE to lack of revenue from Saipanâs casino, which has shut down since March 2020 amid the Covid-19 pandemic, the CNMI government is tapping the $13.6 million community disaster loan from Federal Emergency Management Agency to pay the 25% of the retirees pension this year, Finance Secretary David DLG Atalig said.
Moreover, in order for the CNMI government to continue meeting its obligation to the Settlement Fund to pay 75% of the retirees pension, we need to find additional resources or reduce our government s expenditures,â he added.
In an interview, the Finance secretary said the American Rescue Plan Act funds cannot be used for pension obligations âso we need to [use] other fundsâ because Imperial Pacific Internationalâs casino remains closed and is not paying business gross revenue tax.
However, discussions are ongoing on how assist the CCC through other sources of funding, he added.
Atalig noted that he did transfer $3 million from CCC to help with the CNMIâs Covid-19 response and mitigation plans early last year.
âI did promise to get those funds back to them,â he added.
The $3 million that will be returned to the commission should be sufficient for its operations, considering that the Imperial Pacific International casino is not in operation, the Finance chief said.
All CCC employees will be paid, he added.Â
âWeâll make sure that employees of the CCC are getting their payroll, but we also need to focus on what their priorities are knowing that there is no casino operating at the moment .â
IMPERIAL Pacific International LLC remitted the second monthly settlement payment on April 30, attorney Michael Dotts told the federal court on Monday.
The second monthly settlement payment was due on May 1, he added in IPIâs 16th status report to the District Court for the NMI.

Casino promoter Imperial Pacific International Holdings Ltd has confirmed in a Friday filing that its casino licence for the United States jurisdiction of Saipan has been suspended, and that its local operating unit Imperial Pacific International (CNMI) LLC has been ordered to pay outstanding fees amounting to US$18.6 million, and a fine of US$6.6 million.
The parent stated in its announcement to the Hong Kong Stock Exchange that on Friday the Saipan regulator, the Commonwealth Casino Commission, had issued the licence-suspension decision for Imperial Palace Saipan (pictured in a file photo), and also ordered the casino operator to pay “immediately” US$18.6 million in annual licence and casino regulatory fees, and total penalties of US$6.6 million, the latter to be settled within six months.
