Investigation into disappearance of Amesville teenager underway

Athens NEWS Editor The Athens County Prosecutor’s Office and Athens County Sheriff’s Office confirmed that a social media post made by a person claiming to be Serah Bellar, a former Amesville youth who was reported missing last year, was made by Bellar herself. Bellar was reported missing in April of 2020 and was last spotted in the Millfield area, according to the Ohio Attorney General’s Office database of missing people. Per the database, she was labeled as an “endangered runaway,” and she was 16 at the time of her disappearance. She is now 18 years old. However, Bellar posted on Monday under the profile name “Delilah Rose Price” that she left the area on her own accord and is currently safe, living “out West” with a friend.

Athens County Prosecutor Keller Blackburn and Ohio University Police Department Chief Andrew Powers on Wednesday both testified before the Ohio Senate Workforce and Higher Education Committee in support of revived anti-hazing legislation, or Collin’s Law. Both men, whose offices worked together closely in investigating the 2018 hazing-related death of Collin Wiant, an OU student who the bill is named after, argued it provides robust reforms to current hazing laws seen by the two as inadequate. The newly proposed measure would increase the penalty for hazing, currently a fourth-degree misdemeanor, to a felony if adopted. “Through my prosecution of those involved in the events leading up to Collin Wiant’s death, I know first-hand of the problems associated with Ohio’s current hazing law,” Blackburn, who’s worked closely with Wiant’s mother in lobbying the legislature to amend hazing laws, said in a letter to the committee. “The definition is to

State Sen. Stephanie Kunze (R-Hilliard) announced her plan to reintroduce the bill, alongside State Sen. Theresa Gavarone (R-Bowling Green), during a news conference Wednesday morning. Collin’s Law would be the state’s new anti-hazing legislation if it passes, increasing penalties for those involved in hazing incidents on or off-campus to felonies. It would provide more education to parents and students regarding what hazing is and will increase transparency within institutions about past violations of conduct.
