Kim Reynolds’ Condition of the State address gave Marshalltown Community School District Superintendent Theron Schutte a lot to think about. In her Tuesday address, Reynolds said she wants to require school districts to offer 100 percent in-person student attendance to parents during the COVID-19 pandemic. “Tonight, I am asking the legislature to immediately send a bill to my desk that gives parents the choice to send their children back to school full time,” she said. “We can’t wait any longer. And our kids can’t wait any longer.”

There was a time when Iowa lawmakers took up funding for K-12 schools in the first month of each legislative session to highlight the priority Iowans place on education. That was changed a few years ago, giving legislators more time to get a better handle on state finances before making a decision on one of the largest slices of the general fund budget pie. The argument for the change was that allocating nearly half of the state’s general fund budget for K-12 schools said more about the importance of education than the timing of the appropriation. This year, about $3.4 billion nearly 44 percent of the Iowa’s $7.77 billion general fund budget is going to K-12 education.

Hein, Zumbach discuss legislative issues with Maquoketa Valley, West Delaware boards

Funding for mental health services, additional money for schools and what to do about enrollment brought superintendents and school board members from Maquoketa Valley and West Delaware community school districts together with area legislators for a recent Zoom meeting. Iowa Rep. Lee Hein, R-Monticello, and Iowa Sen. Dan Zumbach, R-Ryan, discussed those issues ahead of the beginning of the 2021 legislative session in Des Moines. Both legislators agreed that the state coffers are in better shape than first thought. “It’s not as gloomy as I thought it would be,” Zumbach said. “We are in a position to be responsible with our budgeting and are in a position to do what we have done for the last several years, and that’s to do education first, give it the biggest piece of the pie.”
