Moving Larson and Gibbs resulted in transfers of several other wardens around the system.
In addition to the personnel changes, Skinner agreed to bring in outside investigators to examine the case, a demand the union made in a letter to policymakers last week.
Corrections officials also said they would:
Reassess the risk levels assigned to all prisoners across the state and their resulting work assignments.
Create a prison safety director position reporting directly to Skinner.
Increase the number of fixed and body camera in use at Anamosa.
Conduct a comprehensive review of security measures.
Freeze and, by April 9, review work programs that involve the use of tools, such as the hammers prisoners Thomas Woodard and Michael Dutcher allegedly used to kill Schulte and McFarland in an escape attempt.

Man with gun shot by Waterloo police officer
Waterloo police say a man carrying a gun was shot by an officer early today.
The Iowa Division of Criminal Investigation is investigating a shooting by a police officer that left a man injured in downtown Waterloo early today.
The incident happened around 12:45 a.m. after someone reported seeing a man carrying a long gun walking along a city street. A short time later, two Black Hawk County sheriff’s deputies spotted the man walking on a bridge that crosses the Cedar River.
Waterloo police say the deputies made contact with the armed man, who then pointed the weapon at hip level toward one of the deputies and chased after the deputy. According to information released by Waterloo police, a local officer saw what was occurring and fired at the man, striking him twice.

DES MOINES, Iowa (AP) The leader of the union representing Iowa prison workers on Tuesday blamed Republican state political leaders and Iowa Department of Corrections officials for the death of two Anamosa State Prison workers two weeks ago, contending the state for years has underfunded and understaffed the state’s prisons.
Correctional officer Robert McFarland and nurse Lorena Schulte died in a hammer attack by two inmates during a failed escape attempt on March 23.
“Let me be real clear. I believe grossly inadequate staffing inside the Department of Corrections led to the deaths of Robert and Lorena,” said Danny Homan, President of Council 61 of the American Federation of State, County and Municipal Employees union.

WATERLOO, Iowa (AP) The Iowa Division of Criminal Investigation will probe the police shooting early Wednesday of an alleged armed suspect in Waterloo.
The shooting happened early Wednesday morning, after someone called authorities around 12:45 a.m. to report a man armed with a gun near the city’s waterfront along the Cedar River, television station KCRG reported.
Black Hawk County deputies reportedly found the man nearby, and KCRG reports that Waterloo police shot the suspect. The man was taken to Allen Hospital after the shooting.
Authorities have not released the wounded man’s name or medical condition, nor have they released any details about what led to the shooting.
