COVID-19 lessons learned in health: the Council approves conclusions The Council approved conclusions which draw on the lessons from the current pandemic and cover four important areas. Improving EU crisis management The Council takes note of the general need to enhance the Union s crisis management and preparedness by strengthening the EU health security framework and underlines the need to further strengthen information exchange on national surveillance measures and within the EU, and calls upon the Commission to assess the need for further effective contact-tracing mechanisms with regard to all modes of transport. Ensuring the supply of medicinal products The Council invites the Commission to reinforce existing EU level tools in order to collect information on the whole supply chain, such as sources of supply, global manufacturing sites for active pharmaceutical ingredients (API) and other pharmaceutical substances. On November 25, 2020, the European Commission (the “Commission”) published its “Pharmaceutical Strategy for Europe” which outlines the Commission’s multi-year vision for a more patient-centered pharmaceutical system.  The strategy aims to achieve various goals through legislative and non-legislative actions, namely ensuring access to affordable medicines for patients and addressing unmet medical needs while supporting the competitiveness, innovation and sustainability of the EU’s pharmaceutical sector. It was accompanied by the Commission’s “Intellectual Property Action Plan” published on the same day.  Here are some notable cornerstones of the initiative (see also the Fact Sheet published by the Commission):

The German presidency of the Council and the European Parliament reached a provisional deal on the EU4Health programme for 2021-2027. With a budget of EUR 5.1 billion, the new reinforced programme provides a strong basis for Union action in the health field based on lessons learned during the COVID-19 pandemic. It comes at a time when EU citizens still experience the impact of a major health threat and the resulting human suffering and severe socio-economic consequences. This agreement shows the EU’s determination to protect the health of its citizens. This programme, with its budget and scope, gives our Union the tools and capacity to better prepare for and cope with future health crises. At the same time, it allows a strong focus on long-term health issues, such as cancer and mental health. I expect that EU4Health will have a clear EU valued added in complementing member states health policies.
