The Observatory for the Protection of Human Rights Defenders, a partnership of the World Organisation Against Torture (OMCT) and FIDH, requests your urgent intervention in the following situation in The Philippines. Description of the situation:
The Observatory has been informed by Karapatan Alliance Philippines about the extrajudicial killing of nine human rights defenders and the arbitrary detention of four others in four provinces in Calabarzon region.
On March 7, 2021, the Philippines National Police (PNP) and the Philippine Army (PA) carried out raids into the houses and offices of several human rights defenders in Calabarzon region, southern Philippines as part of a joint operation against alleged members of “communist and terrorist groups”.

Mushtaq Ahmed and the release on bail of cartoonist Mr.
Ahmed Kabir Kishore. The two had been held in pre-trial detention for ten months for their criticism of the authorities’ response to the COVID-19 pandemic.
On February 25, 2021, Mushtaq Ahmed was pronounced dead upon arrival at the Shaheed Tajuddin Ahmed Medical College Hospital, where he had been transferred from the Kashimpur Jail. At the time of publication of this urgent appeal, the circumstances surrounding his death remain unknown.

The Observatory has been informed by the Human Rights Centre ‘Viasna’ about the acts of harassment and intimidation against them as reprisals for their work documenting human rights abuses and providing legal assistance to victims amid the ongoing crackdown on human rights defenders and organisations in Belarus.
On February 19, 2021, 85 Members of the European Parliament and ambassadors to Belarus received a fraudulent email from an address named ‘viasna.spring97@gmail.com’ under false pretenses. The email stated that ‘Viasna’ was “seriously concerned about the unprecedented increase in violations of citizens’ rights to
