(BRUSSELS) - The EU Commission started legal action Thursday against 24 Member States for failing to enact a new EU telecoms directive which regulates and reforms electronic communications networks and services.
The European Electronic Communications Code (EECC) includes measures to enhance consumers choices and rights, for example by ensuring clearer contracts, quality of services, and competitive markets.
The Code also ensures higher standards of communication services, including more efficient and accessible emergency communications. It allows operators to benefit from rules incentivising investments in very-high capacity networks, as well as from enhanced regulatory predictability, leading to more innovative digital services and infrastructures.

The European Commission on 4 February opened infringement proceedings against 24 of the 27 member states of the European Union (EU), including Portugal, for not having complied with the new Community rules for telecommunications, giving two months for countries to adopt them.
The Community executive explains, in a statement released on 4 February, that Member States had until 21 December 2020 to transpose the new European Electronic Communications Code into national legislation, but until that date “only Greece, Hungary and Finland have notified the Commission that have adopted all necessary measures for the transposition of the Directive, thus declaring its complete transposition”.
The European Commission said on February 4 that it was opening infringement procedures against 24 member states, Bulgaria among them, for failing to enact EU’s new telecom rules, the European Electronic Communications Code.
Member states had until December 21 2020 to transpose the directive into national law, but only Greece, Hungary and Finland have notified the Commission that they adopted all necessary measures for transposing the rules, the EC said in a statement.
The other member states have been sent letters of formal notice, the first step in EU’s infringement process, requesting them to adopt and notify the relevant measures. All of them have two months to reply, the EC said.
