Most of the High Pay Centre’s work on fair pay, worker voice and responsible business practice involves engagement with policymakers and regulators in central government. The National Living Wage is, as the name suggests, set nationally with increases announced by the chancellor of the exchequer. The Financial Reporting Council issues the corporate governance code including guidelines for executive pay-setting processes. The Department for Business, Energy & Industrial Strategy governs trade union rights and employment regulations. But even in the UK, where the IPPR North think tank says “power is more centralised than in any comparable country”, there is much that sub-national government can do and is doing to address issues relating to economic inequality, quality of working life and good corporate governance.
