(Photograph by Paul Botes) When the tear gas cleared on 13 August 2012, from the veld near the railway line used to transport platinum from Lonmin’s processing plant at Marikana, five people were dead: two police officers and three striking mineworkers. It was apparent to the police’s “boots on the ground” the ordinary rank and file who were in the majority of the specialised public order policing unit that inept leadership and an inability to follow basic crowd management procedures had led to the deaths of two of their colleagues. They allegedly blamed the commander in charge, Major General William Mpembe.

President Japarov signs new Constitution of Kyrgyzstan AKIPRESS.COM - President Sadyr Japarov today has signed a new Constitution of Kyrgyzstan adopted through referendum on April 11. The ceremony of signing of the Constitution is held in Ala Archa State Residence. The ceremony is attended by members of the Parliament, judges, government members, public figures. 1,322,124 people have voted in the constitutional referendum. The voter turnout has made 36.66%. 1,048,660 voted for a new Constitution or 79.3%. 181,370 voted or 13.72% against it. The Council of Europe Venice Commission and the Organisation for Security and Cooperation in Europe’s Office for Democratic Institutions and Human Rights (ODIHR/OSCE) said in a Joint Legal Opinion on the draft of new Constitution of the Kyrgyz Republic that some provisions threaten the necessary balance of power and the protection of individual freedoms, essential to democracy and rule of law.

News News Chisinau-online 28.04.2021 Augmenter la taille du texte Imprimer la page Imprimer en PDF The Council of Europe launched the Project Improving Electoral Practice in the Republic of Moldova, Phase II (March 2021-February 2023) during the first Project Steering Committee meeting held online on 28 April 2021. Dr. Cimil, Head of the Central Electoral Commission of the Republic of Moldova underlined his satisfaction with the feasible outcomes, expertise and initiatives within the previous phase of the Project implemented in 2018-2020. He also expressed his gratitude to the Council of Europe for its efforts in strengthening electoral democracy in the Republic of Moldova. At the same time, Mr.Cimil drew out attention that due to high instancy of the early parliamentary elections in the Republic of Moldova certain Project activities, especially timing may need changing.
