PRIVATE car parks have managed to escape statutory regulation for far too long – but that’s about to change. This is a significant business sector with operators managing car parks for supermarkets, retail shopping centres and fast-food outlets. Private companies issue five million parking notices to UK motorists every year. The sector has enjoyed self-regulation with trade associations operating voluntary codes of practice and appeals. Typically, private parking charges are issued at £100, with a reduction to £60 if full payment is made within 14 days. If a parking notice isn’t paid promptly many companies will add on £50 in “administration charges”, resulting in a total daily charge of £150. Motorists who are ticketed may have stayed a relatively short time over the free stay of one or two hours.

Judges have refused the Lockerbie bomber s family permission to take an appeal against his conviction to the UK s highest court. The bombing of Pan Am flight 103, travelling from London to New York on December 21 1988, killed 270 people in Britain s largest terrorist atrocity. Former Libyan intelligence officer Abdelbaset al-Megrahi was found guilty in 2001 of mass murder and jailed for life with a minimum term of 27 years - the only person convicted of the attack. In January, judges at the Court of Appeal in Edinburgh rejected a third appeal against his conviction, which was made by his son. Lawyers acting for the Megrahi family then sought permission to appeal to the UK Supreme Court, but this was refused by five Scottish judges.

Shell confirms oil spillage in Bayelsa community

The Shell Petroleum Development Company (SPDC) has confirmed an oil spill from its facility at Agbura-Otuokpoti area of Yenagoa, the state capital. The company’s Media Relations Manager, Bamidele Odugbesan, confirmed the incident in a statement in Yenagoa on Friday, April 2. Odugbesan said the company got a report of the spill on March 31. “At about 8.30 am on March 31, a community surveillance vendor reported a leak on the company’s Joint Venture pipeline at Nun River in Bayelsa. “Following the development, the facility was shut down and full isolation established at 09.45 am. “The SPDC Oil Spill Response Team was mobilised to the spill site and was able to contain the spill to prevent further spread.
