　　联合国人权事务高级专员巴切莱特表示，系统性种族主义和种族歧视加剧了非洲人和非洲人后裔面临的不平等，使其逐渐在经济、社会和政治生活中被边缘化；美国乔治·弗洛伊德等案件表明，有关国家执法体系存在系统性种族主义和种族歧视，执法人员对非洲人后裔进行“有罪推定”的现象普遍存在，侵犯人权和对非洲人后裔实施犯罪行为的执法人员大都逍遥法外；一些国家政府对反种族主义和平抗议活动过度使用武力，非洲人后裔和反种族主义人士的声音遭到压制。　　巴切莱特指出，从奴隶制、跨大西洋奴隶贸易和殖民制度中获益的国家拒不承认其历史责任，是种族主义和种族暴力猖獗的重要原因，有关国家应采取实质性措施，改变歧视性机制和措施，对种族主义罪行追究责任，向受害者提供赔偿，以早日实现种族平等和正义。　�
