The Act (the Harmful Waste (Special Criminal Positions etc), Act 1988, referred to in part 1 of this piece, it was argued only focuses on the commission of any action or omission by persons without lawful authority. Thus, where an organization has a licence to store waste resulting from production, they are seemingly omitted from the ambit of the Act, but the law failed to take into consideration the inadequate storage or inadequate waste management system by licensed firms or groups.
The above defect is by no means unique to the Harmful Waste (Special Criminal Positions etc), Act 1988 as similar oversights or omissions cuts across all others Acts listed above (part one of this pieces).

French Senate backs Taiwan s bid for wider international participation

Paris, May 6 (CNA) The French Senate on Thursday adopted a resolution to support Taiwan s participation in the activities of international organizations, including the World Health Organization (WHO).
The resolution, put forth March 27 by the Senate s French-Taiwan Friendship Group, was passed with vote of 304-0 and 19 abstentions.
Chairman of the group Alain Richard said during the presentation of the proposal that Taiwan s bid to participate in the WHO should be supported, in light of its outstanding efforts against the COVID-19 pandemic.
Taiwan should also be supported in its bid to take part in other international organizations and treaties such as the International Criminal Police Organization, International Civil Aviation Organization and the United Nations Framework Convention on Climate Change, Richard said.

Foreign Affairs Secretary Teodoro Locsin, Jr. on Friday spoke over the phone with United States Special Presidential Envoy for Climate John F. Kerry to discuss major initiatives to address the climate crisis.

In a statement issued by the Department of Foreign Affairs, it said Locsin and Kerry both recognized that climate change is one of the key areas where the Philippines and the United States can cooperate more closely to strengthen their bilateral relations and their alliance.
