(Bloomberg) Chad President Idriss Deby won a sixth mandate in polls marred by an opposition boycott and a rebel advance on the capital.
Deby, 68, secured 79% of the vote in the April 11 poll, Kodi Mahamat Bam, president of the Independent National Election Commission, said in N’Djamena on Monday. Albert Pahimi Padacke, who served on many of Deby’s cabinets, got 10%. Voter turnout was almost two-thirds of those eligible.
The president was meant to face nine opposition candidates after the Supreme Court barred seven others. Three of those remaining later quit the race, including the main opposition leader, Saleh Kebzabo, who withdrew after a deadly shootout at another candidate’s home in late February.

For decades, human capital research has relied on measures of schooling (Mincer 1984, Mankiw et al. 1992). But proxying human capital with schooling assumes that being in school translates into learning. Evidence suggests that this is often not the case (Pritchett 2013). Recent analysis reveals that six out of ten adolescents worldwide cannot meet basic proficiency levels in maths and reading (UNESCO 2017). This gap between schooling and learning is particularly acute in developing countries. In Kenya, Tanzania, and Uganda three quarters of grade 3 students cannot read a basic sentence such as “The name of the dog is Puppy”. In rural India, half of grade 3 students cannot solve a two-digit subtraction problem such as 46 minus 17 (World Bank 2018).

Recent events in Palma, a town in the volatile Cabo Delgado province in the north of Mozambique, have taken bloodshed in the region to new levels. Dozens of people were killed when hundreds of Islamist militants stormed the town on Wednesday, 25 March. They targeted shops, banks and a military barracks.
The attack has been devastating for the people living in the area – as well as the country. The escalating violence has already left at least a thousand dead and displaced hundreds of thousands more.
