　　我们对资本市场投资者进行了问卷调研，158位受访者中有约80%的人认为本次全面降准超预期。因此，正确理解央行本次降准尤为重要。　　首先，目前我国经济恢复不平衡不充分，大宗商品涨价造成中小企业经营成本上升。降准可促进融资成本下降，加大对实体经济特别是对中小微企业的支持。同时，短期通胀压力不大，是当前降准的必要条件。　　其次，全面降准可为未来应对美联储货币政策转向预留政策空间。下半年美国有望实现充分就业，并迎来较长时间的繁荣期。届时美联储退出刺激政策会使中美利差收窄，资金流向逆转，热钱流出我国。降准可能推动利率一定程度下降，减缓热钱流入，为我国未来货币政策转向预留空间，减缓未来人民币贬值的压力。　　再次，降准有助于缓解市场流动性趋紧。目前商业银行超储率较低，存�
