It was rightfully a concern that if members of the Nazi German elite were successful in hiding large troves of their wealth, they could bide their time and attempt to regain power in the not so distant future.
It was Allen Dulles who successfully stalled and sabotaged the Roosevelt operation, explaining in a December 1944 memo to his OSS superiors that his Bern office lacked “adequate personnel to do [an] effective job in this field and meet other demands.”
