SOUTHERN COLORADO â More than a thousand Colorado teachers, parents, and students have signed a petition calling for the state to forgo spring testing for English proficiency.
ACCESS (Assessing Comprehension and Communication in English State-to-State) for emerging bilingual students is required by state and federal law for students in kindergarten through 12th grade. The scores tell educators what level of English proficiency a student has reached as well as helps determine if a student has reached enough English proficiency to stop receiving the federally required services.

Dr. Joyner s career in education and as superintendent of the St.Johns County District demonstrated his outstanding skills as a manager and leader, resulting in the state’s top-rated school district. I first met with Dr. Joyner as chairman of the St.Johns Civic Roundtable in 2002 on educational issues. His superior skills were beyond those that I have experienced during my education career as a public school teacher. state project manager and program analyst for the United States Department of Education.
