18 January 2021 Author: Editorial Board, ANU From 5 to 12 January 2021, North Korea held its 8th Congress of the Workers’ Party of Korea, the second time such a meeting has been held under Kim Jong-un’s leadership and only the third time since 1980. As the highest ruling organ of the Workers’ Party, the Congress provides a window into the thinking of the North Korean elite about the future policy direction of this isolated country. Kim Jong-un admitted with unusual frankness that the country had failed to realise the economic objectives it set itself five years ago: to bolster economic growth; diversify economic partners; decrease dependence on China; and improve the lives of the North Korean people. The failures were blamed on natural disasters, the COVID-19 pandemic, the hostile policy of the United States and international sanctions.
