SINGAPORE - All Integrated Shield Plan (IP) insurers have been encouraged by the Ministry of Health (MOH) to grow the size of their panels, make their panel selection criteria more transparent and enhance the process of pre-authorising hospitalisation or treatments to minimise the risk of runaway bill sizes, Senior Minister of State for Health Koh Poh Koon said in Parliament yesterday.
While policyholder benefits may differ depending on whether a patient sees a panel doctor or a non-panel doctor who is pre-authorised, they should not prohibit patients from seeing non-panel doctors or influence patient choices in an undesirable way, said Dr Koh.

SINGAPORE: Workers’ Party MP Gerald Giam called for fee benchmarks for medical procedures, an expanded panel of doctors and itemised hospital bills in an adjournment motion in Parliament on Monday (May 10).
“The central theme of my speech today is to ensure that patients’ interests are protected within our healthcare system,” he said, adding that the Workers’ Party consulted insurers, hospital administrators, insurance agents, doctors in both private and public practice and constituents on the matter.

Integrated Shield Plans offer private insurance coverage on top of MediShield Life, Singapore s national health insurance scheme.
People may also purchase riders that typically cover the deductible and co-payment portion of the medical bill.
