In the second of our series on extended producer responsibility (EPR), in collaboration with CEFLEX, Joachim Quoden, a specialist in producer responsibility legislation with a focus on the European Packaging and Packaging Waste Directive, talks to Sara LaBreque and Packaging Europe about his background in EPR and how he has watched the concept evolve since the early 1990s.
Joachim Quoden has been involved in EPR for almost as long as the concept has existed. In the early 1990s he was finishing off his legal education and by chance, came to work on environmental programmes for the German federal government. âThere, I was infected by EPR,â he says. âAfter leaving the environment ministry, I worked for the German Green Dot scheme, which was the first EPR system for packaging in the world.â
