OGDENSBURG â A registered violent sex offender is facing three new charges after being arrested this week on warrants issued by Ogdensburg City Court.
Kenneth P. Fisher, 52, was charged by city police Monday afternoon with failure to report for an annual photograph, failure to register a change of address within 10 days and failure to verify an address within 90 days. Failure to comply with any state Sex Offender Registration Act requirements, including periodic verification and changes of address, is a felony.
Fisherâs sex offender status stems from the March 1990 rape of an 8-year-old girl in Texas. His offenses, according to his New York registration through the state Division of Criminal Justice Services, include sexual intercourse, deviate sexual intercourse and sexual contact, all designated as actual and more-than-once acts against the victim, who was not a stranger to Fisher. OGDENSBURG – Two men have been arrested and charged with raping a 15-year-old girl.

Terry L. Flath, 47, of 728 Franklin St. #3 is charged with first-degree rape. John E. Consolini, 24, of 228 Trippany Road, room 7, Massena is charged with third-
Consolinidegree rape, third-degree criminal sexual act and second-degree criminal contempt.
The two were arrested Thursday, Jan. 14 and accused of raping the child the previous day. Investigators said the contempt charge stems from an arrest last year, police said.
They were both arraigned in Ogdensburg City Court. Flath was remanded to the St. Lawrence County jail, Canton, in lieu of $2,500 bail or $5,000 bond, pending further court action, police said.
OGDENSBURG — Two local courts have now declined to take a case against Ogdensburg Mayor Jeffrey M. Skelly after Ogdensburg and Canton judges recused themselves from the matter.

OGDENSBURG – Both of Canton’s town justices have recused themselves from a case in which Ogdensburg Mayor Jeff Skelly is alleged to have knocked Gerald Mack down on the steps of city hall.
At the time Mack was a city firefighter, but he has since retired.
Skelly has not been formally charged and maintains the incident was a setup.
However state police have filed paperwork in Ogdensburg City Court, which includes three sworn statements alleging second-degree harassment charges.
Due to potential conflicts of interest, two city judges recused themselves so the paperwork was moved to Canton Town Court. Now both justices there have also recused themselves.
