The warrant details some of the Council on Judicial Complaints Investigation.  Investigator Terry West’s said he felt the need to immediately investigate the sexual misconduct allegations because the Council received a “prior complaint” against Henderson for “giving preferential treatment to an attorney,” according to the warrants.  Upon learning of the investigation, the record states DA Prater believed one of his prosecutors, an alleged victim, was the attorney referred to in the prior preferential treatment complaint. It is unclear how many complaints were made against Henderson during his time on the bench. The Council on Judicial Complaints is bound by state statute from releasing information to the public.
