OCEANO, Calif. The long-planned Central Coast Blue project in the Five Cities is moving closer to reality.
The project would create a regional recycled water facility to provide a sustainable water supply and protect the Santa Maria Groundwater Basin. Basically, we re trying to expand our water supply, said Pismo Beach Mayor Ed Waage. During the last drought, we came really close to losing two of our water supplies. With Central Coast Blue, this adds an additional water supply and this will also help protect our groundwater supply.
It s a collaborative effort between several agencies, including the cities of Pismo Beach, Arroyo Grande, and Grover Beach, plus the South San Luis Obispo County Sanitation District and Oceano Community Services District.

After years of ignoring Oceano, State Parks Off-Highway Vehicle Division distributed a flyer to Oceano homeowners with their water bills from the Oceano Community Services District. It advertises a survey about the Public Works Plan for the Oceano Dunes State Vehicular Recreation Area (ODSVRA). State Parks Director Armando Quintero and Deputy Secretary for Ocean and Coastal Policy Mark Gold promised a final draft of the Public Works Plan for the middle of December 2020. This survey was due three years ago, not a week before the deadline of the Public Works Plan.
Clearly, State Parks again has no intention of completing any plan. Besides, the survey is highly flawed. Renters in Oceano do not receive water bills. How will they be notified of the survey? People with multiple email addresses can complete the survey multiple times. Residents of Chicago and Beijing using a local ZIP code can complete the survey, too. Some

On Nov. 3, the residents within the district of the Oceano Community Services District used their voices and voted in the exact same three board members we have had for the last two plus years. Sadly, not one thing has changed here in dysfunction junction since the results were tallied and rendered official.
Cynthia Replogle, Linda Austin and Shirley Gibson won. Unfortunately, Oceano lost yet again.
Replogle ran under the Democratic Party umbrella, which, on the seat of a tiny little “vital services” utility district like the OCSD, results in nothing except partisanship. Water, sewage, street illumination and fire service are not red or blue ideologies – they are human rights and needs.
