Eight areas of England have been given stay local advice, prompting local lockdown fears.
Officials said areas that are hardest hit, people there should not meet indoors, and they should avoid travelling into and out of the eight areas and testing twice a week.
The ares which have been given strict advice to stay local are: Bedford, Blackburn with Darwen, Burnley, North Tyneside, Bolton, Leicester, Kirklees and the London borough of Hounslow.
The change to the guidance – which is not law – appears to have been made on Friday without an official announcement, prompting criticism from MPs.

People who are fully vaccinated against Covid-19 will reportedly still have to follow self-isolation rules after 21 June.
It is expected that the 10-day quarantine period for those who come into contact with positive cases will remain after lockdown ends next month, even if people have received both doses of a vaccine.
This could mean that the nearly 23 million people who are already fully vaccinated could be forced to isolate for 10 days if contacted by the NHS - and a negative Covid test will not be allowed to end quarantine early, according to the Daily Telegraph.
