As the death toll rises, the Oregon Office of Emergency Management, OEM, is looking into what more should have been done. We want to know what else needs to be done to ensure that whatever barriers existed that caused these folks to lose their lives, those barriers are eliminated in the future, said Andrew Phelps, director of Oregon OEM. Phelps says they started preparing for the heatwave the week before it hit. Getting agencies, cities and counties together to see how they were going to handle things.
