WASHINGTONVILLE Village Council Monday night agreed to give a second civil engineering firm extra time to submit a design cost for a new water tower.
Council scheduled a special meeting at 6:30 p.m. Feb. 1 at the administration building to review design proposals for the water tower, which is being replaced largely through grant and loan programs.
Council had planned on making a decision Monday night, but wanted to allow Howells and Baird of Salem to provide an estimate for the design engineering. Howells and Baird submitted a statement of qualification, but did not provide a cost estimate. Council already has a cost estimate from Engineering Associates of Wooster, who prepared the preliminary cost estimate for replacing the water tower.

The governor signed into law a bill sponsored by state Rep. Michael J. O’Brien to allow communities with Ohio Water Development Agency loans for water and wastewater infrastructure projects to refinance them at lower rates.
“This legislation has the potential to be a great cost-saving measure for local governments who previously were locked into the rates they obtained for infrastructure projects until the loan maturity date,” said O’Brien, D-Warren, who was the bill’s lead sponsor with state Rep. Shane Wilkin, R-Hillsboro.
“At a time when many counties are struggling to maintain their water systems, (the bill) gives local governments the option to refinance those loans with the Ohio Water Development Authority at a lower interest rate, potentially saving thousands of dollars in the process,” he said.
Improvements coming to Dupont, Cloverdale wastewater facilities

DUPONT Financing is now in place for work to begin Monday for the Village of Dupont’s sewer collection system and wastewater treatment plant project.
The project involves the construction of a septic tank effluent pressure collection system in Dupont and an ORENCO Ax-Max recirculating media filter wastewater treatment plant to serve both Dupont and Cloverdale, according to a press release from the Village of Dupont.
Miller Contracting Group Inc. will be doing the work, which is mandated by the Ohio Environmental Protection Agency.
An order issued in December 2008 found individual residences in both the Dupont and Cloverdale were served by an antiquated treatment system.

(Columbus) State Representative Shane Wilkin (R-Hillsboro) announced House Bill 264 will head to the governor for a signature after the Ohio House of Representatives agreed on the bill’s Conference Committee report during yesterday’s session. Sponsored by Wilkin, the legislation would allow the Ohio Water Development Authority (OWDA) the authority to not only finance, but also refinance water and sewer projects.
Under House Bill 264, local governments would have the ability to refinance water and waste water projects if an opportunity to obtain lower interest rates would present itself. This aspect of the legislation will save Ohioans money in the long run, as these types of projects can be paid off quicker.
