The Ministry of Economic Development, Housing, Urban Renewal, Transport and Civil Aviation and by extension the Government of Saint Lucia, congratulates Dr. Hyginus “Gene” Leon on his election by the Board of Governors to the helm of the Caribbean Development Bank (CDB), making him the 6 th President to lead our region’s foremost regional development finance institution.

For Saint Lucia, Dr. Leon’s ascension to the head of the CDB is noteworthy as he is the second Saint Lucian to assume the leadership of the institution over its fifty (50) years of existence, the other being Noble Laureate Sir William Arthur Lewis who served as the Bank’s first President. The Caribbean Development Bank (CDB) is a regional financial organization set up by an Agreement endorsed on October 18, 1969, in Kingston, Jamaica, and came into power on January 26, 1970. The Bank was created to provide agreeable economic development and improvement of member nations in the Caribbean and advance economic collaboration and incorporation among them, having unique and pressing respect to the necessities of the less developed members of the region.
The Bank endows into the financial and social advancement of its Borrowing Member Countries. The four-level RMF is the central performance tool that allows CDB to translate its mandate and strategic plan into concrete actions and targets as well as tangible development outputs and outcomes.
The Report assesses the development trends, progress, and challenges across the Caribbean and, in particular, Borrowing Member Countries and looks at how CDB operations have contributed to their national, regional, and global development goals and commitments, including the Sustainable Development Goals. It also focuses on how efficiently and effectively CDB manages its operations.

The Caribbean Development Bank (CDB) and the Inter-American Development Bank (IDB) today signed a US$50 million loan agreement to support COVID-19 response projects in the Organisation of Eastern Caribbean States (OECS) Member States.
The agreement was signed by CDB Vice-President (Operations), Diana Wilson Patrick and IDB Representative in Barbados, Juan Carlos De la Hoz Vinas.
The loan will provide economic resources to OECS Member States – Antigua and Barbuda, Commonwealth of Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia and Saint Vincent and the Grenadines.
