The federal law, passed in 1973, provides for the management of the nations coastal resources by balancing economic development with environmental conservation. Its goal is to preserve, protect, develop, and where possible, to restore or enhance the resources of the nation s coastal zone,” according to a release from the Guam Coastal Management Program. The entire island of Guam has been designated a coastal zone in the context of the federal law.

The scoping study is Stage 1 of a new State Government-funded Coastal Management Program, which focuses on Moonee Creek, Coffs Creek and Boambee/Newports Creek Estuaries. Coffs Harbour City Council is working with specialist coastal management consultants on the study, looking at water health issues such as bank erosion, water quality, catchment and sediment flows, as well as recreational amenity. The new program aims to strike a balance between the protection of the estuaries, and the needs of the community.
