A platform at Bond Street Crossrail’s pre-2019 management team did not understand what work was needed to make the long-delayed railway operational, the National Audit Office (NAO) has concluded. A new report by parliament’s spending watchdog today warned that Crossrail is currently exceeding its available funding for project completion by £120m, adding that attempts to incentivise contractors through fixed-price contracts had failed. The NAO found the revised schedule and budget agreed for the megaproject in April 2019 “was unachievable because the programme was further from being complete than Crossrail and the programme s sponsors understood”. A new management team was hired in November 2018 by sponsors the Department for Transport (DfT) and Transport for London (TfL), which “had to start largely from scratch when setting a revised plan to complete the programme”, the auditors said.
